Illinois creates jobs… for collecting bills from Illinois

We’ve been pretty hard on Illinois for the many ways it has hindered business growth and, by extension, kept its unemployment rate well above that of any of its neighbors. Turns out that we were being shortsighted in our belief that being $8 billion behind in its bills was a job-killer for Illinois. For a new company called the Vendor Assistance Program, Illinois’ fiscal dysfunction is the formula for success.
