Illinois Senate bills give preview of state budget “grand bargain”

A penny-an-ounce tax on sugary drinks, a 4.95 percent personal income tax, five new casinos including one in Chicago and reforms to the state’s pension and procurement systems could be among the components of a bargain between Illinois Senate Democrats and Republicans to end the 18-month-long state budget standoff.
