Illinois Senate about to throw budget ball into court of Madigan vs. Rauner

An income tax increase, a tax on sugar-sweetened drinks, some borrowing to get bills paid, a lot more gambling and reforms of debatable strength on property taxes, workers’ compensation and state government purchasing.

Whatever the fate of the bipartisan budget deal announced by leaders of the Illinois Senate on Monday, it’s already accomplished one thing: Illinoisans finally have a realistic picture — or at least a rough sketch — of what to expect whenever their leaders get around to addressing the state’s dilapidated fiscal condition.
