As he has done since taking office three years ago, Gov. Bruce Rauner focused heavily on job creation and economic growth during his third Budget Address, while also urging lawmakers to work together and pass the closest thing to a full-year budget the state has seen in more than two years: the Senate’s “grand bargain’ package.
