Only in Illinois: Strange budget math on Rauner’s third try

Anticipation was high all around as Gov. Bruce Rauner delivered his third annual Budget Address this week.

Many critics say Rauner never has introduced a balanced budget. His first proposal relied on $2.4 billion savings from a pension reform plan that likely was unconstitutional. His second budget made no effort to hide its $3.5 billion imbalance and contained a provision by which the Democrat-controlled Legislature would grant him extraordinary powers to make cuts as he saw fit.

As it turned out, the budget he introduced Wednesday contained elements of both its predecessors. It contains $1.3 billion in savings…
