With Rauner, General Assembly deadlocked, courts make critical state decisions

Until Bruce Rauner took office two years ago, the most basic function of the governor and General Assembly had been guided by two simple sentences in Article VIII, Section 2 of the Illinois Constitution:

(a) The Governor shall prepare and submit to the General
Assembly, at a time prescribed by law, a State budget for the
ensuing fiscal year…

(b) The General Assembly by law shall make
appropriations for all expenditures of public funds by the
State….

No matter how far apart a governor and Legislature were on budget issues, both knew that failure to enact a budget would mean disaster soon into the budget year mainly…
